Dr. Mbengue Abdoulaye

Dr. Abdoulaye Mbengue is a globally engaged leader specializing in strategy, leadership development, and international business growth across the USA, Africa, and the Middle East. With over 20 years of experience, he serves as: • Chief Strategy & Partnerships Officer (CSPO), reFocus Afrika Group Certified Executive Coach in strategy, leadership, business development, trade promotion, and private sector development
He has strategic expertise and is renowned for diagnosing market-development constraints and fostering stakeholder consensus, Dr. Mbengue leverages his problem-solving strengths and global outlook to drive impactful, cross-sector initiatives.
Dr. Mbengue has played key International Development Roles including USAID Principal Adviser for Senegal: He led trade and investment programming—devising scopes of work, supervising consultants, and managing project evaluation. He was pivotal in boosting exports, attracting FDI, and catalyzing policy reform.
He also served as program manager, USAID SAGIC: In this role, he directed efforts in Business Development Services (value chain methodologies), Formation of Public–Private Partnerships to enhance public-good delivery, Advocacy for business environment policy reforms, contributed to USAID HQ and Congressional briefings, coordinated with donors, and held engagements with senior government officials.
He also served as a USAID Trade Specialist for Senegal: Provided mission-critical guidance on trade and investment strategy, conducted market analysis, and fostered joint ventures and alliances to enhance trade flows.
Dr. Mbengue also has extensive Corporate & Regional Policy Leadership experience with General Motors where he served as a Marketing Manager & Market Analyst (Africa & Middle East): in this role he helped shape GM’s regional strategy through market insight and leadership. Also as a Performance Management Consultant, he contributed to crafting the first African Union Strategic Plan (2005) and conducted the NEPAD needs assessment, laying groundwork for Agenda 2063: The Africa We Want.
